A high-level meeting on climate change is said to be hosted by India before the summit of the Copenhagen Climate Change summit. The summit would be addressing important issues like the mechanism of technology transfer to the developing world as well as the growth of clean technologies.
The meeting is scheduled to be held in Delhi in October jointly organised by India and the United Nations Department of Economic and Social Affairs. The main objective of the of the conference would be focussed on developing a mechanism for technology transfer. This in turn would be of great help to developing countries.
The developing countries as well as India had proposed an amendment to the Kyoto Protocol (a treaty that formulates commitments for countries to lower down the rates of carbon dioxide emissions). This suggestion was put forth this month itself in Bonn at a climate change summit. The proposal to lower down emission rate by 40% within 2020 meant for the Western countries; faced a lot of oppositions.
Shyam Saran, the Prime Minister's envoy on climate change, stated that the transfer of technology to developing countries is a matter of serious concern. Also the intellectual property rights might need to be slowed down to address the issue. The growth as well as transfer of technology has been an important issue. According to a senior official from Ministry of Environment and Forests, this summit is a platform to explore the possibilities of evolving a procedure for technology transfer.
The scope of the concept of clean technology need to be widened with inclusion of newer technologies. The chairman of FICCI (also a partner for organising the conference), emphasized that the range of nuclear energy should also be taken into account. But biomass, solar and wing technologies too need necessary attention to fight climate change. For India, a significant role of clean technology can be done by thorium-based nuclear power. Greenhouse gas emissions as well as water-saving technologies should also be adhered to. The issues brought forth in this summit can be addressed to at Copenhagen too.
The Copenhagen summit to be held this December would revise the Kyoto Protocol. Preceding that, the participating countries are scheduled to have warm up sessions in three preparatory summits. The summits would be held in three locations: in Barcelona in November, in September it would be held at Bangkok and in August it would be hosted in Bonn. Indian Express.com
